Aryn found this one hanging around Diadem ranting about how the federation got him exiled from his own homeworld and how Lancaster should be hung for starting a war in Beldobaan several years ago. Otto has a tendency to go on long anti-authoritarian rants and complaining about kids these days. He refuses the Eden surgery. Stating quote: "You fucking kids trying to dip your pinky toe into the abyss of true power while clinging to a fucking floaty. Real warlocks go all or nothing. Ya'll some bitches." He then proceeded to cast summon monster V and cause a panic. Despite being quite cantankerous, chaotic, and dangerous to the public - that is a 7th tier spell and so he was thrown on the list since even Irae can't cast that. He travels with a demonic familiar and is clearly a demon expert but has no active bind. Apparently the demon lord he made a deal with in his youth died during recent conflicts. He kept all the power and is now off the hook.
