Biography
Arguably the most powerful member of the Federation even if they don't technically submit to Federation authority. Ever since being somehow convinced to stay out in the Reach instead of returning home, she has become known as the "Queen of Ashes" throughout the reach due to her persona in the Diadome tournaments and the well known fact that she keeps burning down random cities. She leads the Ruffians around the Reach just to find and stir up trouble for fun.
She doesn't really listen to anything the Federation says, to the point that they're starting to understand why the Phantoms sent her out to the Reach in the first place. Though she is still around and the problems she causes are usually for other people in other places. As the decades passed it became evident that she just belongs in apocalyptic wastelands. She likes to do things herself, beyond her love of violence is her hobby of repairing vehicles. She still runs a mechanic shop and scrapyard on Diadem where she can often be found just taking things apart to entertain herself.
Haleh doesn't really respect 'mortals' and considers them as animals. Treating her own marauders as her personal attack dogs that she doesn't mind sending out to sniff for landmines or watching die on a battlefield. She has spent so long in her humanoid form a lot of people have forgotten she's not just a regular dragon. As the descendant of the legendary phoenix she is sometimes a celebrity in the weirdest of places.
Old Bio: The granddaughter of the legendary Kol, who apparently did not share his opinions on cooperative civilization. She is actually the last known phoenix even if she is only half phoenix. Normally a dragon hybrid with anything tends to produce dragonborn, which is how we know Kanika did something to her before she was even conceived. She was sent away from Sol due to being too eager to fight and proving herself a liability to any concept of stealth.
Haleh is a conquering raider who has been building an empire for herself in the Western Reach. She is known for a specialization in vehicle based warfare and is actually a capable mechanic and engineer. Her army is pulled together from conquered peoples and refitting their technology to suit her needs so that her never ending war might continue.
While she is a very skilled and particularly dangerous member of the Phantoms, she sometimes lacks in the 'thinking things through' department.
