Biography
The current leader of the Utewa government that controls Rhuplais, the disappearing planet. Habrah is not individually that threatening among many of the leaders in the Reach, but he has a very large fleet and a strong economy under his control. Habrah got their start as a professor at the Utewa Academy, later being put in charge of that, and then he was elected to lead the entirety of the Utewa. It isn't uncommon for their rulers to come from management positions at the academy, and Habrah followed the natural career progression when the opportunity presented itself.
Unlike many of the powers of the Reach, Habrah is a stationary planetary ruler though has frequently been willing to exert the power of the Utewa. He often deploys their fleets rather vengefully against those who disrupt his vision. Combined with the Utewa's more subtle methods of acting. Being one of the main providers of higher education, they manage to slip whatever propaganda they want onto a lot of the Reach's most intellectual members and keep them in close contact. Habrah will often casually reveal how much they know about the operations of others to remind them that through this academy and its connections he is always able to peer into anyone else's business.
