The remnants of the destroyed elven government from Sol who have taken refuge under the Federation. After losing a colossal portion of their population to the Thousand Legends incident, then the Nelta invasion, then the war with Kar'Soluth, and even further after the Sol War with Kanika - they weren't doing so well and needed to tap out. They are a reminder of the old rule of the elves that once controlled Sol.
